This is the installer version, not the Live one

The Debian project has announced that Debian 7.8 has been officially released and is now available for download. It packs numerous security fixes and a small number of important modifications.

The Debian 7.x branch has been around for quite some time and it received eight point updates until now. The next Debian version, 8.x, is still not ready and it's not clear when it is done, although it should be ready in the coming months.

Also, it's important to mention that this is the installer and not the live edition. That particular version will arrive on a later date, so for now users will have to do with this version. The good news is that they don't need to download this version if they already have the previous one installed. Just upgrade as you would usually do and you'll be just fine.

Debian 7.8 is ready for download

It might not seem like a very big update, but the Debian devs don't usually land new versions unless they really have to. Even if you think that you don't need to upgrade because none of the changes affects you, it's still a good idea to get the latest release.

"The Debian project is pleased to announce the eighth update of its stable distribution Debian 7 (codename 'wheezy'). This update mainly adds corrections for security problems to the stable release, along with a few adjustments for serious problems. Security advisories were already published separately and are referenced where available," is noted in the announcement.

The Debian devs also said that a new version of Clamav has been updated, Digikam has been upgraded, the Linux kernel is now at version 3.4.105, the NVIDIA drivers have been upgraded as well, and various security fixes have been added,

Check out the complete changelog in the official announcement for more details about the release. You can also download Debian 7.8 right now from Softpedia, but please keep in mind that it's large file.
