The organization claims that they’re not developing cyber weapons

The Pentagon’s Defense Advanced Research Projects Agency (DARPA) is presenting Plan X. The program is aimed at the development of technologies that would allow the organization to better understand, manage, and plan cyberwarfare.

Besides creating the revolutionary technologies needed to tackle cyberwarfare in large-scale, real-time and dynamic network environments, Plan X will also focus on researching the nature of the virtual warfare.

Another objective refers to the development of fundamental strategies and tactics that are needed to dominate the online battlespace.

However, according to the Plan X Proposers’ Day Workshop announcement, the program is not “funding research and development efforts in vulnerability analysis or cyberweapon generation.”

DARPA is seeking “innovative research” for understanding the battlespace, automatically constructing verifiable and quantifiable cyber operations, the development of operating systems that can perform in hostile environments, and visual interface for large-scale battlespaces.

This last goal consists of a digital battlefield map which would help commanders in laying out attack strategies, The Washington Post informs.
