They will allow some players to trade money for time

The development team at Victory Games working on the new Command & Conquer says that it is currently evaluating whether it will offer starter packs for the game, designed to allow gamers to quickly get into the new strategy title.

Van Caneghem, the general manager of the studio, tells Polygon that, “We are toying around with starter packs, maybe selling them for $30 to $40 and including a half-dozen generals and some currency.”

All content included would also be available for free to those players who are ready to put in the time needed to grind experience and currency.

The idea is to sell the starter packs linked to Command & Conquer to those who are interested in quickly becoming somewhat competitive and are willing to spend the money.

Recently Victory Games has also announced that it will be delivering single-player missions for Command & Conquer after the strategy game is out.
