The information regarding this piece of news is a bit fuzzy but, after squishing the main idea from the context, the conclusion is that the e-surfing mobiles with Wi-Fi capabilities based on CDMA networks are still to come. China Telecom seems to be struggling the most to get such capability phones on sale as soon as possible, but the situation doesn't seem to be going anywhere fast.

Even so, China Telecom has already announced that such mobiles will be coming and it is advertising the fact that this kind of devices will deliver fast and reliable Internet access at any given time thanks to the high-speed mobile broadband networks.

The largest Chinese operating company has already revealed its intentions of fully developing its Wi-Fi networks and offering such services all over the country. However, even though it claims to have asked that CDMA phones feature Wi-Fi capabilities, the mobile manufacturers argue that their companies have not received any such requests, in the shape of customization regulations.

Ministry of Industry and Information Technology (MIIT) has stated that, for now, not even the discussions regarding this event development have advanced and the policy concerning the issue cannot offer the expected results to China Telecom. Also, analysts have agreed to MIIT's conclusion saying that Wi-Fi will not be equipping the CDMA mobiles too soon, so the project of the aforementioned company to release such phones seems to be heading downhill fast.

Even so, China Telecom has advertised strongly the advent of Wi-Fi capabilities even though the released information tells us otherwise. For example, Deng Chao, a popular Chinese actor, retraces the company’s steps in its efforts to introduce such features in future phones, while also presenting the advantages that such a technology would come with, “This is my new phone number, which not only identifies a mobile phone, but also is my Internet, IM (Instant Messaging), as well as email accounts. The e-surfing services also have roaming function, which you can fully enjoy.”
