Much to the dismay of hopeful corporations, the Chinese continue to be self-sufficient

I'm sure that all those technology corporations based in the USA, Europe, Japan and the Middle East would just love to build more facilities and offer services to the Chinese, but the government of that country is focusing on its own resources, even in cloud computing apparently.

The China government relies, somewhat, on cloud services from HP, Dell and IBM. Cloud services are basically server-based operations, with clouds being huge, supercomputer-like server systems.

Now, though, the effects of China's new policy have started to make themselves felt on those companies.

In the second half of 2013, the China government began to change procurement policies, nurturing local cloud suppliers like Baidu, Tencent and Alibaba.

Taiwan-based ODMs are still prominent, but they probably won't be for long with the way things are going.
