Ubuntu 13.04 won't be shipped with support for Wubi

Wubi (Windows-based Ubuntu Installer), a tool developed by Canonical to make it easier for Windows users to adopt the Ubuntu operating system, will be discontinued.

Developers from Canonical have stated that the Wubi tool is in pretty bad shape and that it shouldn't be included in the Ubuntu 13.04 release schedule.

A few major bugs have been identified in the software. For example, the Ubuntu 13.04 installer doesn't create user account and Wubi fails to detect 12.04.2 and 13.04 AMD64 ISO.

“Combined with the fact that Wubi has not been updated to work with Windows 8 (bug #1125604), and the focus on mobile client over desktop, the Foundations team does not expect Wubi to be in a releasable state for 13.04,” stated Steve Langasek, Debian and Ubuntu developer.

The decision hasn't been made yet, but unless other developers intervene and pick up the slack, Wubi will skip the Ubuntu 13.04 release.
