The brightness settings in the latest Ubuntu are not working

The brightness settings for Ubuntu 13.10 (Saucy Salamander) have been broken since launch, and it seems that this problem has yet to be solved.

If you own a laptop and you have Ubuntu 13.10 (Saucy Salamander) installed on it, you might have noticed a few problems with the brightness settings. The biggest issue of all is that it doesn't work. The slider is just for show and it does absolutely nothing for the user.

Another issue shows up when charging the battery. Normally, when the laptop is charging, you can afford to crack the brightness a little more, but when the charging is completed, Ubuntu no longer recognizes that you are still connected to an external power source and considerably dims the background light. Users have to unplug and plug the power cord again to return to the previous setting.

This issue is also present on desktop PCs, not only laptops, and users have a hard time adjusting the brightness, usually with NVIDIA video cards.
