BioWare says that enhancements will be linked to multiplayer

BioWare is planning to launch Mass Effect action figures on the United States market later in the year, complete with codes that allow those who buy them to get access to exclusive downloadable content.

A listing on BigBadToyStore mentions eight separate figures that can be bought individually for the price of 17.99 dollars (13.81 Euro) or in packages of four in case you are willing to pay 67.99 dollars (52.2 Euro).

It is not yet clear whether the content that is linked to the action figures will also be offered through normal means, like the in-game store, or true fans of the game universe will have to spend money on the action figures to access it.

BioWare adds, “These products contain codes that can be redeemed for a downloadable content pack for Mass Effect 3 multi-player. They are slightly randomised during the registration and could include powerful new weapons and new characters.”

The suggestion is that the exclusive content might only be usable in the multiplayer mode of Mass Effect 3.
