Alcatel has just announced the availability of yet another Android device, the One Touch Ultra 960C smartphone.

The device is now available for purchase at Alltel Wireless online store and brick and mortar locations for only $19.99 USD with a new two-year agreement.

Customers who do not want to commit to a long-term contract can grab the Alcatel One Touch Ultra 960C for $199.99 USD upfront.

It’s unclear why Alcatel decided to launch the One Touch Ultra 960C with an old version of Android onboard, so expect the device to come with Gingerbread out of the box. There’s no word yet on a possible Ice Cream Sandwich upgrade.

“Alltel Wireless is proud to add this value-packed, user-friendly device to our smartphone lineup. We are constantly trying to provide our customers with the most affordable smartphone options with the most beneficial usability features, and we believe that the ONE TOUCH Ultra 960C embodies this commitment,” said Scott Moody, vice president of marketing communications for Alltel Wireless.

Alcatel One Touch Ultra 960C sports a pretty decent 4.3-inch capacitive touchscreen display. In addition, the phone is equipped with a 1.4GHz single-core processor and a 5-megapixel photo snapper on the back.

There are no details on the amount of RAM or storage, but we suspect the phone packs microSD card slot for memory expansion (up to 32GB).

Alcatel also confirms its One Touch Ultra 960C smartphone comes equipped with built-in DLNA support, enabling users to stream multimedia content on multiple screens.

“We are very excited to bring a smartphone for work and entertainment like the Ultra to Alltel. We wanted to develop a device that would be easy to use, beneficial in everyday life and come at a very affordable price,” said Rayford Higginbotham, executive director for North America at ALCATEL ONE TOUCH.
